A fair process of drawing Congressional boundaries prevents gerrymandering, the strategic adjustment of district boundaries by a locally dominant political party to distort truly representational elections.<\/span><\/p>\n This Constitution proposes that computer technology can be used to draw unbiased congressional boundaries.
