The various new procedures allow Congressional representatives to propose, solicit support, and potentially mandate a vote on legislation or amendments, with or without the support of Congressional leaders. This prevents the current concentration of power held by Congressional leaders, and allows nonpartisan deliberation of all potential legislation.<\/span><\/p>\n
