This Constitution defines the mission of federal service as being primarily for the benefit of U.S. citizens. It recognizes, however, that we live in a very interconnected world. To an increasing degree, the benefit of U.S. citizens are directly enhanced by international cooperation and international goals of peace, human rights, national sovereignty, democratic government, and environmental stewardship.
